She phrased it that way exactly because she wasn't confirming they would split up. In chapter 180, when they get together Tia says how there's simply no precedent for a woman to become head of family/ 2nd prince becoming emperor. It's not against imperial law, however, when a woman marries into the imperial family, she loses all inheritance rights and effectively is absorbed into the imperial family. But Tia said that she would always choose her family, even if she wants to be with him. Perez assures her that he will change the world if needed to be with her. So while there's nothing concrete and it will probably be the hardest thing they will have to do, it's not a complete impossibility.
They already said Perez plans to change that inheritance rule. It's just neither of them are talking about it with others because they don't want people to know they're conspiring together, just in case anything goes wrong the other isn't dragged in.
